MARLBOROUGH DISTRICT COUNCIL Sounds News Picton ferry terminal redevelopment update Ferry terminal works are in full swing in Picton this month, clearing the way for the main building construction. All of this work will result in a fantastic new terminal precinct for the two new ferries. Later this month will see the opening of the temporary terminal. Other work involves moving the rental car kiosks to the lower car park near the Edwin Fox and strengthening the Weitohi Culvert near the old vehicle marshalling yard. Once the temporary terminal is open, work will start on decommissioning the old terminal building The construction of two new commercial jetties will also resume soon when Port Marlborough builds the new jetties on the north side of the Edwin Fox Museum. The old ones are going to make way for sea wall strengthening, ready for the new wharf and enhanced waterfront area. Port Marlborough is working closely with berth holders and the team at the Edwin Fox while the work is underway. The bylaw largely follows its original proposal, with recommendations added by an independent hearings panel He krero n te Kaunihera o Wairau East Coast Beach Vehicle Bylaw to be in place by 1 July The East Coast Beach Vehicle Bylaw places new rules restricting vehicle use along Marlborough's coastline from the mouth of the Awatere River south to the district boundary. It comes into effect on 1 July 2023. The new rules are: All-terrain vehicles (ATV) and utility terrain vehicles (UTVs) are allowed to access approximately 9 km of the coast from Marfells Beach to just south of Cape Campbell of "the Airstrip" (a new "yellow zone) In the yellow zone ATVs and UTVS can access the beach during daylight hours and travel below the mean high-water mark at a maximum speed of 30 km/h -No vehicles are allowed on dunes or reefs anywhere at anytime -No vehicle access is allowed on the beach from the Awatere River mouth to the south end of the DOC campground of Marfells Beach -No vehicle access is allowed from the Airstrip south of Cape Campbell to the Waima Ure Rivermouth Boat launching at Marfels Beach is permitted in designated areas to the north and south of the DOC campground Waitohi Culvert Stage 2 Old Terminal Walking, cycling and horse riding continue to be unrestricted along the whole of the East Coest. The bylow does not restrict activities for businesses already operating in the area, which include commercial fishing and sea salt production Signage will be erected at entry points and community education will take place. Council will review the effectiveness of the new yellow zone after three years. A full review of the bylow will occur after five years in 2028. Over half of the coast from the Awotere to the Waima/Ure is recognised as ecologically significant it is home to the endangered katipo spider, native lizards, fur seals and rare ars. It's also a place to feed and Public consultation on the bylaw resulted in 190 submissions, including 50 submitters who spoke to the hearings panel. The panel held hearings in November 2021 and May 2022.
